Reconstruction Of the Water Supply System of Kasan-Mubarek District Centers, And Rural Settlements Adjacent to The Conduit from The Kitab-Shakhrisabz Underground Water Field Kashkadarya Region
The problem:
The Kasan and Mubarek districts of the Kashkadarya region in Uzbekistan have long struggled with inadequate water supply infrastructure, particularly in rural areas. The existing water distribution systems were outdated and inefficient, leading to significant water losses and insufficient access to clean drinking water for the local population. The region, characterized by its rural landscape with small towns serving as district centers, faced severe challenges in ensuring reliable water supply to both urban and rural communities. The water pipelines and conduits were in poor condition, with many requiring urgent repairs or complete reconstruction to meet the growing demands of the population.
The situation was particularly dire in the rural settlements, where access to clean drinking water was limited, and residents often relied on unsafe water sources. This lack of proper water infrastructure not only affected the health and well-being of the local population but also hindered economic development in the region. The government recognized the urgent need to improve the water supply system to ensure that both urban and rural areas in the Kasan and Mubarek districts had access to a reliable and safe water supply. To address these challenges, the Government of Uzbekistan sought financial assistance from the Saudi Fund for Development (SFD) and the OPEC Fund for International Development (OFID) to fund a comprehensive water supply reconstruction project.
The solution:
InfoCapital Group LLC (ICG) was engaged to provide detailed design, preparation of tender documents, and technical supervision for the reconstruction of the water supply system in the Kasan and Mubarek districts. The project aimed to significantly improve the water supply infrastructure by constructing new water conduits, reconstructing existing water pipelines, and upgrading water distribution centers (WDUs) in both districts. ICG's role was crucial in ensuring that the project was implemented effectively and met the highest standards of quality and sustainability.
In the first phase of the project, ICG developed detailed engineering designs and prepared comprehensive tender documentation for the construction works. This phase included the construction of a 6 km conduit to connect the regional center of Kasan to the main ""Yakkabog-Mubarek"" conduit, as well as the reconstruction of four WDUs—two in Mubarek district and two in Kasan district. Additionally, ICG designed the construction of a 13 km water conduit to supply drinking water to rural settlements, along with the construction and reconstruction of over 250 km of distribution water supply networks across both districts.
During the second phase, ICG provided technical supervision of the construction and installation works to ensure that the project was executed according to the approved designs and specifications. This included author supervision and monitoring of the Environmental Monitoring Plan (EMP) to ensure compliance with environmental standards before, during, and after construction. ICG also assisted the local water supply company, Suvokava, in implementing the EMP, monitoring contractor compliance, and managing environmental and social safeguards. This included developing a grievance redress mechanism (GRM), forming a grievance review committee (GRC), and ensuring effective handling of complaints, with a focus on women's representation in the GRC.
ICG's involvement in capacity building was also pivotal, as they provided training on environmental management and social protection under the project's Capacity Building Program. Through these efforts, ICG played a key role in transforming the water supply infrastructure in the Kasan and Mubarek districts, ensuring that the local population had access to clean and reliable water, thereby improving their quality of life and supporting the region's sustainable development.
