Collection And Processing Of Solid Waste in Fergana, Namangan, and Bukhara Regions

The problem:

The management of solid waste in the Fergana, Namangan, and Bukhara regions of Uzbekistan faces significant challenges. Inefficient collection, transportation, sorting, and processing of solid household waste contribute to environmental pollution, public health risks, and aesthetic degradation. The existing waste management infrastructure is often outdated and insufficient to handle the growing volume of waste due to increasing urbanization and population growth. There is a pressing need for a structured approach to waste management that leverages public-private partnerships (PPPs) to improve efficiency, enhance service delivery, and ensure sustainability. This requires the creation of a comprehensive framework to guide the establishment of effective PPPs for solid waste management.

The solution:

InfoCapital Group LLC (ICG) prepared a Project Appraisal Document (PAD) for the establishment of PPPs for solid waste management in the Fergana, Namangan, and Bukhara regions. The PAD was developed in compliance with the requirements of relevant Uzbekistani legislation and regulations, including the Law on Public-Private Partnerships and associated presidential and governmental resolutions.

ICG's approach involved several key activities:

1. Research and Analysis: ICG conducted on-site research to assess the existing waste management infrastructure, geographic and demographic conditions, and the specific needs of each region. This involved evaluating the current waste management practices, identifying gaps, and understanding the local context.

2. Project Scoping: ICG developed a comprehensive overview of the project sites, including geographic and demographic analyses. This included extrapolating population data and waste accumulation norms to determine the scale and scope of the required infrastructure.

3. Equipment and Resource Planning: Based on the assessments, ICG calculated the necessary amount of special equipment needed to achieve 100% coverage of the population in the project areas. This ensured that the proposed solutions would effectively meet the waste management needs of the regions.

4. Partnership Framework: The PAD outlined the roles and responsibilities of both public and private partners. ICG coordinated with the State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection and the State Unitary Enterprise ""Toza Hudud"" to align project goals and expectations with the capabilities and experiences of private sector firms.

By developing the PAD, ICG provided a structured framework for establishing and managing effective PPPs in waste management, aimed at improving waste collection, processing, and environmental sustainability across the Fergana, Namangan, and Bukhara regions.
